As Associate Director for Legislative Affairs at the Office of Management and Budget (OMB), Mr. Slemrod served as OMB’s and Director Mick Mulvaney’s lead liaison to Congress and negotiator on numerous policy issues including all appropriations and authorizing measures. In this role, Mr. Slemrod worked with members of Congress and staff, Administration officials, White House components including the Office of Legislative Affairs, Office of the Vice President, National Economic Council, Domestic Policy Council and numerous federal agencies while managing a staff of five. Mr. Slemrod represented OMB in bipartisan, bicameral negotiations over government funding and was deeply involved in formulating and communicating the Administration’s official position on nearly all legislative matters, the development of three Presidential budgets, supplemental funding requests, the management of two government shutdowns, and preparing the Director and other OMB officials for appearances before Congress. He also worked closely with the Office of Information and Regulatory Affairs (OIRA) at OMB, including on securing Congressional support for OMB’s role in the implementation of the Tax Reform and Jobs Act of 2017.
While at OMB, Mr. Slemrod concurrently served as Special Advisor to Mick Mulvaney in his capacity as Acting Director of the Bureau of Consumer Financial Protection (often referred to as the “CFPB”) from November 2017 to October 2018, advising the Acting Director on his interactions with Congress including with the House Financial Services and Senate Banking Committees.
Prior to his tenure at OMB and CFPB, Mr. Slemrod served twice on the Senate Republican Leadership staff as Policy Advisor for Senator John Cornyn (R-TX) in his capacity as Majority Whip, advising the Whip and Deputy Whip Team on appropriations, budget, financial services, tax, and trade matters that came to the Senate floor. He worked closely with Senate Committees, House Leadership, and the Executive Branch, as well as managing outreach with the business community and advocacy organizations. Prior to working for Senator Cornyn, Mr. Slemrod served Minority Whip Senator Jon Kyl (R-AZ) advising the Senator on the same portfolio.
In between his roles with Senator Cornyn, Mr. Slemrod worked as Policy Director for the Marco Rubio for President campaign, acting as the candidate’s top policy advisor, developing policy initiatives, and managing an extensive network of policy surrogates.
Earlier in his career, Mr. Slemrod was Legislative Assistant to Senator Rubio (R-FL), handling appropriations, budget, financial services, and tax issues. He began his career with the House Budget Committee during the tenure of then-Ranking Member Paul Ryan (R-WI).
Mr. Slemrod is a native of Ann Arbor, Michigan and a graduate of the University of Michigan. He resides in Washington, D.C.
